If you use the default settings of TMPGenc, then it will retain good quality, yet be a reasonable size. However because it's 20 minutes long or whatever, it's still gonna be massiv...so i suggest chopping it into bits, and upload seperate parts. I think TMPGenc could do this for you too.

Ok what I do is rip the DVD to my computer, then I chop it up into bits using a program called DVD2AVI, then compress it or whatever you do with TMPGenc. Once you do that, just load it up using megaupload, and Bob's your uncle!
